Partnerships sometimes run into difficulties when they have been awarded public funds due to conflicts over spending plans or increased administration demands.
The Upper Lea Valley Partnership is made up of the London Boroughs of Enfield and Hackney and the North London TEC. The partnership covered the river corridor which has high levels of deprivation and unemployment and encompasses the run down town centres of Edmonton and Tottenham, was awarded a £40 million SRB grant and also won funding from Europe of £57 million.
A legal contract between the lead organisations in the form of a ‘treaty’ identifies accountability and clarified the roles that each partner would play. A partnership council of 17 representatives sets policy and a Partnership Executive Board drawn from this group undertakes projects. Sub groups were set up for themes such as communications and marketing.
Arrangements are vetted in turn by the Government Office for London and the EC with certain conditions, such as the scheme content and quality, being stipulated initially. The budget earmarks 60% of the money for physical development, 20% for improving economic health, and 20% for creating opportunities and social cohesion.
