WFHAT is one of the six housing action trusts established nationally in 1991 to undertake the phased demolition and redevelopment of four housing estates in East London over 10 years. It is building 1,500 high quality, energy-efficient homes. The scheme has been substantially tenant-led, including four tenants directly elected to the HAT Board, annually elected steering groups on each estate, individual involvement in housing design and client-centred housing management approaches.

As part of its exit strategy, the HAT has established Waltham Forest CBHA, a tenant-controlled housing association, and a community development trust (0-Regen) as successor vehicles. The new homes (to dates about 1,200) have been transferred to the housing association, and tenants will vote whether to stay with this or to return to the local authority. The establishment of the trust is linked to sustainability of community buildings and programmes, and cash and other assets are being passed to 0Regen to provide the necessary financial underpinning. It has also commissioned a citizens' jury to determine tenants' future requirements.
